GENERAL CHAIR MESSAGE

Juraj BuzolicDear Colleagues,

This years SoftCOM conference succefullly continues gathering people involved in processes of telecommunications technology development and introduction from all around the world. We are grateful for the encouraging support to all the sponsors including Ministry of Science and Technology of the Republic of Croatia, IEEE Communications Society, the University of Split and the County of Split and Dalmatia.

Telecommunications remain one of the most important market segments all over the world. In this year we have withnessed the continuation of very important processes of deregulation, liberalization and privatization in the field of telecommunications worldwide. Critical steps, including the changing of the law on telecommunications and selling the part of the Croatian telecom have taken place in Croatia.
We sincerely believe that this conference will contribute to the promotion of new ideas in the field of telecommunications as well as to communication and understanding of the people around the world.
It is my pleasure to invite you on behalf of the organizing committee to join us in the pleasant ambiance aboard the luxury ship Marko Polo at the SoftCOM99 conference.

TECHNICAL PROGRAM COMMITTEE MESSAGE

The Seventh International Conference on Software in Telecommunications and Computer Networks SoftCOM'99 will be held from 13 to 16 October 1999 in the pleasant ambience of the luxury ship Marko Polo on the route Split-Rijeka-Trieste-Venice. It is organized by the University of Split (Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture), Technology center Split and HT-TKC (Croatian Telecom) Split. The Conference is sponsored by the Ministry of Science and Technology of the Republic of Croatia, the University of Split and by the IEEE Communications Society (COMSOC) Technical Committees Of Communications Software and Communication Switching and Routing. Sixty papers submitted for presentation at SoftCOM99 have been reviewed by recognized international scientists from universities, institutes and companies. Each paper has been reviewed by three reviewers and all submitted papers have been carefully selected based on their contribution, relevance, conceptual clearness and overall quality. Nearly 75% of submitted papers have been recommended for presentation within the technical program. We believe that reviewers suggestions and comments to authors have considerably contributed to the quality of the SoftCOM99 Proceedings. We would like to thank them all for their great job. The papers accepted for presentation were classified into 7 groups: Software Architecture, Design and Applications; Advanced Services in Telecommunication Networks; Internet Services and Applications; Network Design, Management and Control; High Speed Networks, Traffic Modeling and Control; Wireless Communications and Mobile Networks; Electromagnetic Compatibility. The complete technical program will be held through 8 sessions.
The Technical Committee has also invited several outstanding experts to present the state of the art in the most interesting topics in contemporary communication technologies. In addition, four tutorials will be held by well known experts. We believe that topics of tutorials such as software architecture concepts, IP routing and label switching, voice over IP and CTI, power line communications, will be well acepted from professionals engaged in development and design of advanced communication systems and services. The SoftCOM99 Conference days will also include a set of panel discussions in the framework of the Professional Circle session.
This year we have continued with a practice of organizing some events related to SoftCOM Conference including telecom business forum and exhibition. In addition, a meeting of several universities from Croatia, Italy and Slovenia will be organized.
We believe that the Conference will help all of us to keep step with dynamic and complex development of contemporary communications and related technologies.
